MOTION: Councillor M. Corr
That the current Development Plan contains a specific reference to the West Tallaght area aiming to improve the tenure mix and to ensure no further stratification of social housing and unregulated rental of private housing - in keeping with the proper planning and sustainable development of the West Tallaght area.
REPORT:
The Introduction to the Housing Strategy in Schedule 6 (page 272) of the Draft County Development Plan states that one of the key purposes of the housing strategy is “To counteract undue segregation between persons of different social backgrounds”. The key objective outlined in the Governments Housing Policy Framework “is to build sustainable communities and to meet individual accommodation needs in a manner that facilitates and empowers personal choice and autonomy”. There is a focus particularly on social inclusion in Section 8 of the Housing Strategy “Counteracting Social Segregation” (Page 292) which addresses this matter countywide and furthermore identifies 7 areas (including the West Tallaght area) where it is “considered that there is a sufficient proportion of social housing and it is therefore proposed to specify these areas of the County for affordable housing only” (affordable housing is private housing). The Council will not consider these areas for Rental Accommodation or Long Term leasing. However, the Council do not have control over the private rental market.

The proposed motion should not be adopted.
