MOTION NO. 246

MOTION: Councillor W. Lavelle

To add a specific local objective to the lands currently used for the Esker Green Waste Centre reserving these lands for the current use as a Green Recycling Centre and Local Authority depot and requiring that development of any other proposed use can only proceed following preparation of an approved plan agreed by the elected members following appropriate public consultation.

REPORT:

The lands in question are currently zoned Objective ‘A’ “To protect and/or improve Residential Amenity”, and it is proposed to retain this zoning in the proposed Draft Development Plan.

It is considered that the proposed zoning is adequate to ensure appropriate protection against incompatible use of the lands.

In relation to the SEA it must be noted that serious environmental concerns are raised in respect of the motion, in particular that the proposal would restrict the potential of a significant site in the north Lucan area which is located proximate to several community facilities. This would not represent a sustainable use of these lands

MANAGER’S RECOMMENDATION:

That the proposed motion not be adopted.
