MOTION NO. 104

MOTION: Councillor W. Lavelle

To amend section 1.4.14.ii on ‘Existing Cul-De-Sacs’ to add an additional bullet point as follows: “A proposal for the opening of an existing cul-de-sac in an estate taken-in-charge by the council will require the agreement of the elected members of the council on foot of report by the Manager following an appropriate period of public consultation.”

REPORT:

At the core of the Draft Development plan is the promotion of sustainable urban areas, this includes the promotion of walking and cycling. The identification of safe, direct and convenient routes to access schools, shops and public transport is essential to their attractiveness, this may well include access through cul-de-sacs, which is appropriate in the interests of the common good.

The requirement of the agreement of the elected members of the council is not relevant to the Development Plan.  The reserved functions of the Council are set out in the appropriate Regulations and Acts.

MANAGER’S RECOMMENDATION:

 It is recommended that this Motion not be adopted.
