MOTION NO. 4
MOTION: Councillor M. Ardagh
"That the Manager give a an update on the progress made since meeting with Limekiln Rounders Club on 14th January last in relation to the timeframe laid down at the meeting for the development of the proposed sports changing rooms in Tymon Park: -
January - Liaison with Architectural Services; February - Preparation of Procurement Documentation; March - Issue of tender to 2 short listed companies; April - Approval of documentation by Department of Sports and Tourism; May - Award of Contract; June - Construction of pavillion, and to set out where the project stands at the moment."
REPORT:
Arising from a meeting on 14.01.09 with representatives of Limekiln Rounders, the Parks Department prepared a project timeline to advance the proposed construction of the TASC (Tymon Athletic Sports Clubs) pavilion at Tymon Park as follows:
DATE - 2009 | ACTION |
January | Parks Department liaison with Council’s Architectural Services Department Re: Department of Finance Public Procurement Documentation required for the project. |
February | Preparation of Public Procurement Documentation in accordance with Department of Finance Regulations. |
March | Issue of Tender Documentation to the 2 No. short listed companies identified from the ‘Expressions of Interest’ process. |
April | Parks Department receipt of completed Tender Documentation from the 2 No. short listed companies. Parks Department review of Tender Documentation. Approval of Procurement Documentation by Department of Sports & Tourism. Preparation & approval of Recommendation and Manager’s Order. |
May | Parks Department award of contract to successful company. |
June | Construction of Pavilion subject to Contractor’s programme. |
While work has continued on the project, the timeline has slipped by approximately four weeks. This slippage has arisen as a result of a number of clarifications required in relation to the Public Procurement Documentation which the Department of Finance now require be used for projects of this nature. While the clarification process was outside the immediate control of the Parks Department, the full tender documentation is now available and the project is moving ahead again. The tender documentation will be issuing to the shortlisted companies this week for completion and return.
On receipt and analysis of the tenders received, which it is now expected to be completed by the end of May, staff will contact all members of the Tymon Athletic Sports Club (TASC), including Limekiln Rounders and Greenpark Utd. to update them further on the project.
