MOTION: Councillor D. Corrigan
Chapter 7 - Infrastructure
That it shall be a policy objective of this Council to encourage sustainable development, with any new planning permissions on existing or undeveloped residential or industrial sites incorporating stringent insulation and energy-efficiency targets while also facilitating the use of renewable technologies for heating and micro-generation of electricity.
REPORT:
More efficient use of energy and the use of renewable technologies for heating and micro-generation of electricity are generally seen to be key components of an emerging climate change adaptation strategy. However, the implementation of higher specification insulation standards are primarily a matter to be administered under building regulations.
Manager’s Recommendation:
It is recommended that the motion be adopted with amendments as follows:
“That it shall be a policy objective of this Council to encourage and promote sustainable development, including the incorporation of higher specification insulation and energy-efficiency standards in all new development while also facilitating the use of renewable technologies for heating and micro-generation of electricity consistent with proper planning and sustainable development".
