Draft Plan for proposed public park at Kiltipper
REPLY:
A draft plan for the construction of a pedestrian path network in the proposed public park at Kiltipper has been prepared for consideration. This represents the first step in the primary development of the proposed public park. It involves setting out a skeletal path system to enable members of the public to access the proposed park and initially utilise the natural resources of the lands for recreational purposes. Patterns of usage and circulation that subsequently evolve will be observed in order to determine the routes for a permanent path structure. This in turn will influence the location of additional recreational features and will inform the design of a more detailed layout for the proposed park.
In this context, the Parks Department propose to undertake the base construction of a pedestrian path leading into the park from Kiltipper Road and to maintain a primary circulation route of grassed paths to include a perimeter path which will link along the Dodder River and a spinal route through the centre of the parkland. The secondary circulation route is indicative of anticipated usage patterns and will be defined as usage patterns and desire lines emerge on the ground. It is proposed that this draft plan will form the basis for the initiation of a Part 8 public consultation process for the development of the park.
The development of these Kiltipper lands as a proposed public park is included for phased development in the Council’s Rolling Capital Programme. However, like all other items in the Rolling Capital Programme the advancement of this project is subject to the identification and allocation of funding for its delivery.
