MOTION NO. 5

MOTION: Councillor C. Brophy

"That the Manager undertake an examination of traffic in the area of Templeogue Road - Templeville Road - Wainsfort Road - Cypress Grove particularly at peak hours as the community have serious concerns about the impact on the area caused by traffic.  That the Manager should evaluate or take action on the following items:

1.  Re-open the right-hand turn into Springfield Avenue

2.  Re-open the right hand turn from Templogue Bridge

3.  Re-open the slip road at the junction of Fortfield Road and Wainsfort Road

And that the Manager bring to this Committee the recommendations from the traffic survey which was carried out a couple of years ago."

REPORT:

The Templeogue area has been the subject of considerable study regarding the traffic conditions in the village and surrounding areas. The traffic flows are amongst the busiest of any village in the county as it accommodates the N81 and buses using the QBC. Junctions at each end of the village are operated in order to accommodate as much traffic as possible and  remove congestion from the village .

1.  Re-open the right-hand turn into Springfield Avenue

A report was presented on the reopening of this manoeuvre to the December 2007 meeting of this committee.  It was recommended that the ban on the right hand turn be retained for the following reasons:

  • The provision of a right turn lane would confine all the other traffic (left turning, straight ahead and bus traffic) into one lane.
  • There would be less straight ahead and left turning traffic accommodated at the junction. This would result in traffic queueing back into Templeogue village.
  • The journey times for buses would be increased due to additional congestion in the village.
  • There would a requirment for a new phase to permit the traffic to make the turning movement thereby removing ‘green time’ from the remaining movements.
  • The provision of the right turn would increase the amount of traffic using Templeogue Village in order to access the turn.
  • The associated congestion would have a negative impact on the environment of the village.

    The situation has not changed. 

    In summary the provision of the right turn would increase the amount of traffic using the village in order to access the turn and the associated congestion would have a negative impact on the environment of the village with  associated queues.

    It is recommended to retain the right turn ban and it is noted that access to Springfield Avenue is possible via several routes such as Old Bridge Road and Butterfield Ave.

    2.  Re-open the right hand turn from Templeogue Bridge

    Insufficient space exists on the bridge to permit a right turn lane, ahead lane and left turn lane. the current configuration permitted the better access from Old Bridge Road towards Tallaght by separating them from the traffic heading towards Cypress Grove Road and allowing them to use a slip lane avoiding the main signals. This junction was again examined in the context of the Ballycullen QBC scheme, which terminates at this location, and it was felt that the current arrangements should be maintained.

    3.  Re-open the slip road at the junction of Fortfield Road and Wainsfort Road

    The control and maintenance of this junction is the reponsibility of Dublin City Council and the matter will be raised with them and a report will issue to the committee.
