MOTION: Councillor C. King

"That the Manager provide a detailed report relating to progress on the change of use of the current NABCO Community facility at Donomore Park, Killinarden, as residents continue to suffer unnecessary anti-social activity as a result of the building lying vacant for so many years."

REPORT:

This report details the pre planning consultations held with representatives of NabCo regarding the redevelopment of a site at 108 Donomore Park to overcome antisocial behaviour in the area resulting in the vandalisation of the community facility.

The first consultation (Reference No PP 437/07) was provided by the area planner to the agent of the applicant, GCA architects, on 15 November 2007.  Feedback was provided in a telephone discussion in response to the receipt of drawings dated 1 November 2007.  The applicant was advised that while the proposal to build a residential complex of 2 X two bedroom units adjacent to the community existing facility to provide 24hours 7 days passive surveillance of the public open space and the front entrances to the community building, it was considered that a more overall redevelopment of the site would be preferable.

 A second pre planning consultation took place in a meeting between the Senior Executive Planner for the area and Messrs Bernard Thompson and Vincent Keenan, representing NabCo, upon request from the SEO, Community Services.  At this meeting (Reference No. PP237/08), held on 2 August 2008, the same plans were submitted and it was agreed that, while the optimum solution maybe a more comprehensive redevelopment of the site, the proposal was more economic proposal which would address the reasons for the redevelopment and would comply with the zoning, parking and minimum standards of the Development Plan.

Since that time no planning application has been lodged.
