"That the Manager meet with Woodfield and Airpark residents with a view to resolving the right-of-way issue that has arisen locally."
REPORT:
Planning permission was granted on 15th April 2008 for "Replacement of existing 55.0 linear metres of metal railing with new 2.0 metre high wall and railing" under Reg. Ref. SD07A/0498 at the boundary between Woodfield and Airpark estates. In the interest of permeability and connectivity this permission required the provision of a pedestrian/bicycle access between Airpark and Woodfield.
Following the receipt of complaints in Planning Enforcement, the developer was written to on 11th November 2008 and advised that no provision had been made for pedestrian access between the two estates. Architects for the developer advised that the location of the pedestrian link indicated on the drawings submitted with the planning application would result in steps at this location due to a difference in levels of approximately 0.5m. and that in order to provide a ramp for disabled access, the pedestrian link would be relocated by approximately 5 metres.
The proposed relocation of the pedestrian link may not be in full compliance with the planning permission granted under Reg. Ref. SD07A/0498, and may require a new application for planning permission.
The Architect advised that they would investigate the possibility of lowering the levels on the Airpark side, and that if this was not possible, a new planning application would be submitted.
Although the planning permission granted under SD07A/0498 has commenced, the developer has five years from the date of the grant of permission, 15th April 2008, in which to complete the development.
The matter will be kept under review to ensure the provision of the pedestrian/bicycle access.
