QUESTION: Councillor S. Crowe
To ask the Manager will he outline the specific grounds where a family or individual can attain an emergency transfer on the grounds of being subject to anti social behaviour from this Council's Housing Department?
REPLY:
The Council's Scheme of Letting Priorities which was adopted by the Elected Members and approved by the Minister for Environment Housing and Urban Renewal in December 2006 sets out the criteria for applications for transfer to alternative accommodation, which criteria includes pursuit of a transfer on grounds of anti social behaviour. Where such a transfer request is made, the application must be supported by a letter from the Garda Superintendent stating that there is a risk to personal safety.
The Council, through the office of its Housing Estate Management Team is fully committed to resolving incidents of anti social behaviour by endeavouring the solve the problem at source, through the promotion of pro-social initiatives such as mediation services, Family Functional Therapy and support through the office of the Tenancy Sustainment Workers so as to avoid the destabilising of communities by transfer of families who are vicitms as opposed to perpetrators of anti-social behaviour in our communities. A sub-committee of the Housing SPC has recently been established for the purpose of reviewing the Council's Anti-Social Behaviour Policy Document which was adopted by the Members in 2005. This document will be guided by the provisions of the Housing (Miscellaneous Provisions) Bill 2008.
