MOTION NO. 8

MOTION: Councillor J. Lahart

"That this Committee agrees that the Parks Department reinstates the provision of the low granite boundary wall for Whiitecliff Estate in its Plans for 2009 given that the Roads Department has decided to maintain the line of Whitechurch Road."

REPORT:

The location adjacent Whitechurch Road and the open space of Whitecliff Estate forms part of a road reservation providing for the future re-alignment of the roadway.  At present a detailed design scheme has not been prepared for the proposed re-alignment, and as such in consultation with the Council’s Roads Department, the Parks Department does not propose to provide a boundary wall at the location as part of the Parks Department Works Programme 2009.

In the absence of a detailed design scheme for the Whitechurch Road re-alignment it would not be prudent to construct a boundary wall, which may require removal or alteration as part of a future scheme for the roadway

However, as part of the Taylor’s Lane Road Improvement Scheme the Council’s Roads Department in consultation with the Parks Department have commenced work on the installation of a granite wall and railing along the edge of the open space at Whitecliff Estate which will tie into existing stone walls on Taylors Lane and Whitechurch Road.  These works will be complete in the coming weeks. 

Landscape re-instatement works will also be carried out on the open space at Whitecliff Estate to the front and rear of the new wall and railing.

In addition, in order to prevent unauthorised access, the Parks Department will examine the feasibility of replacing the existing boulders with suitable bollards in 2009, subject to the necessary funding being secured.
