QUESTION NO. 1

QUESTION: Councillor M. Corr

"To ask the Manager to review pedestrian safety from the Belfry estate in Citywest across the Citywest Road, there are significant increases in pedestrian movements in this area due to the existence of the Citywest shopping centre with no provision having been made for pedestrians to walk to and from this District Centre all along the eastern side of the N82?"

REPLY:

Condition no.1 on the Citywest Shopping Centre (CSC)  PP provided for the installation of pedestrian crossings. The first of these is on the N82 at the South-East corner of their site, the second is near the North-East corner crossing Fortunestown Lane adjacent to the proposed Luas Fortunestown stop. Because of the varied pace of development on the various sites in the vicinity of the CSC, development of the National Digital Park (NDP) and the Luas Citywest line and stations are still awaited.

We acknowledge the need to provide safe pedestrian crossing points on the N82 and to this end intend to insist on the privision of the first installation mentioned above. However, we have no authority in the area of footpath provision on the eastern side of the N82 from the Belfry to the conditioned pedesrian crossing. As you are aware SDCC have only Taken in Charge the N82 carriageway from kerb to kerb with all other lands remaining in the ownership of Developer(s).

To provide pedestrian routes to the CSC from the Belfry, it will be necessary to do the following 1. Acquire a strip of land or permission to build a footpath from the landowner along the eastern side of the N82 or, 2. Build another pedestrian crossing in the vicinity of the Belfry on lands under our control, to the existing footpath in front of Westbrook Lawns and Saggart Abbey.
