MOTION: Councillor E. Maloney

That this Committee be presented with a report on the proposed introduction of the Brown Compost Bin and the Pilot Scheme for the areas within the Tallaght Area Committee.

REPORT:

As part of the Waste Management Plan and in line with a recent circular from the Minister for Environment, Heritage and Local Government, it is intended to make a three-bin service available to customers as soon as possible and, accordingly, it is intended that the brown bin roll-out will progress once the automation of the Refuse Collection payments system is approaching conclusion. It should be noted that the opening of the new brown waste facility being developed by Dun Laoghaire Rathdown County Council at Ballyogan is key to the roll-out.

It is not proposed to run a pilot project for the Brown Bin as two pilot projects have been run on behalf of the Region in Dublin City and Fingal and significant knowledge and information is available from these pilots and indeed from a number of counties around the country where the Brown Bin is already in place.

Discussions with staff representatives regarding the introduction of the Brown Bin service have been on-going for some time.
