MOTION: Councillor M. Murphy
That the Manager will deploy four Litter Wardens in Tallaght next year to bring the number up to one per 20,000 population as is recommended by the Department of the Environment.
REPORT:
Tallaght is currently served by two litter wardens and this is considered adequate for the area concerned. As the Members are aware, the Local Government System operates within close restrictions on payroll, staff numbers, budgetary provisions and the balancing of competing priorities. The ratio of Litter Wardens per capita in this County is comparable and consistent with levels in Dublin City, Cork City, Fingal and Dun Laoghaire administrative areas.
The litter issue is a complex matter that is not dealt with simply by deploying additional enforcement staff. The Counil has taken significant steps over the last year towards improving the County and the Tallaght area in particular through -
the adoption of the Litter Management Plan by the Members of the County Council,
a major re-organisation of the Cleansing Crew,
the deployment of additional staff resources,
through the deployment of cctv measures,
the prosecution of litter bugs andillegal dumpers,
the name and shame campaign,
awareness campaigns,
schools campaigns,
working with communities,
and other initiatives that are detailed in the report on the Litter Management Plan.
The litter issue is a complex matter that requires imaginative and multi-facetted approaches and the Council is approaching the problem in accordance with the guidance given by the Members throught their Litter Management Plan and Budgetary provisions.
Council Management is satisfied that the approach being taken is gaining results and is confident that these improvements set out above will be acknowledged in future litter surveys and results of such things as the IBAL results.
