SUMMARY OF SUBMISSIONS FROM PUBLIC CONSULTATION PROCESS JUNE – SEPTEMBER 2008

  • Complaint on noise nuisance from Weston Airport and request that noise monitoring be carried out in the area.
  • Concerns about inconsistent finishing of boundary treatment in residential areas on recent road widening projects including Outer Ring Road and N4.
  Response ; These issues will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan. (Chapter 6 – Proposals for action Chapter 7 – Implementation Plan)
2. Sean Traynor Palmerstown  Dublin 20 Complaint about lack of noise abatement measures for noise emanating from N4.    Response; These issues will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
3. Jennifer Cramner Ninth Lock Road Clondalkin D22 Complaint about increase of HGV traffic on Ninth Lock Road.   Response; This issue will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
4. Matt Walshe  Palmerstown, Dublin 20
  • Comment on addressing root cause analysis of noise sources and use of international best practice.
Response; No amendment to Noise Action Plan required as the matter is not  relevant. ----------------------------------------------------------------
  • Complaint about increased noise from M50.
  • Complaint about noise from aircraft on DAP exit flight path.
  Response; These issues will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
5. John Kelly Woodville Residents Association, Lucan, Co Dublin
  • Comment on traffic management optimisation.

  • Request for Noise Barrier to screen noise from N4.
  Response; These issues will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
6. O’Brien Family Palmerstown Complaint about noise levels from traffic on Kennelsfort Road.   Response; This issue will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
7. Joanna Tuffy TD Dail Eireann
  • Comment on noise mitigation measures for future road construction/improvement projects.
  • Comment on need for provision of noise mitigation measures for areas near motorways and major roads.
Response; No amendment to Noise Action Plan required. Complaint about noise levels from Kennelsfort Road Upper.   Response; This issue will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
8. Cllr Gus O’Connell South Dublin County Council
  • Considers plan does not address legacy of poor planning and is weak in regard to corrective measures.
  Response; No amendment to Noise Action Plan required. -
  • Complaint about use of wooden noise barriers instead of concrete or stone.
  • Complaint about noise levels from traffic on M50 and N4.
Response; These issues will be considered under actions outlined in Chapters 6 & 7 of the Noise Action Plan.
9. Ken Maycock Moy Glas Residents Association, Lucan, Co Dublin
  • Comment on structure and scope of plan.
Queries:
  • Tonal considerations of noise.
  • Approval process for plan.
  • Validity of Lden noise measurement.
  • Weightings identified in 4.6.2 – Noise source should be irrelevant.
  • Noise band scoring in 4.6.2 – why is <55dB scored higher than 60-64dB.
  • What is source of dB levels for desirable/undesirable noise levels (4.7.1)
  • Why residential areas are not considered Noise Sensitive Locations.
  Response; No amendment to Noise Action Plan. A separate response to queries has been sent.
10 John and Beverley Power Lucan, Co Dublin  
  • Noise Maps validate the serious affect of noise from the R120
  • Any proposed solution should be sensitive to Proposal 1 (Grand Canal Corridor Study)
  • A new route for the R120 should be considered to preserve the heritage and environmental importance of the 12th Lock and environs.
Response; No amendment to Noise Action Plan required.
  • Siting of new roads in the Grand Canal area should take account of the amenity value of the canal for all users. Grand Canal should be included on priority list along with schools, parks, hospitals etc.
Response; Grand Canal is included as a noise sensitive location in Noise Action Plan
11 Sandra Maguire Marlfield, Cabinteely, Dublin 18 Recommendation that noise nuisance from intruder alarms be included in Noise Action Plan.   Response; Noise from intruder alarms dealt with under separate legislation. No amendment to Noise Action Plan required.
