QUESTION: Councillor E. Walsh

"To ask the Manager to respond to the demands raised by the residents of the Greenhills Area in their campaign for the Compulsory Purchase of the Derilict Site of the former Greenhills Shopping Arcade in view of the fact the site has not only remained undeveloped devaluing the homes of the surrounding community but that it is now being used as a storage yard for builders materials and that the Developer has consistently let down both residents and the county council in failing to rebuild the Greenhills Neighbourhood Centre and will he make a statement on the matter?"

REPLY:

The site of the former Greenhills Shopping Centre was inspected by the Area Engineer on 1st September 2008 and was considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.  A Section 11 Notice was served requesting a list of works to be carried out.  This site will be re-examined after the date the Notice expires and if the work outlined in the Notice has not been completed by that date the matter may be referred to the Council's Law Department and legal proceedings may be instituted.

As previously advised, the site was being used as a temporary storage facility by SIAC Ltd while bus stop upgrade works were being carried out by Dublin Bus. It is no longer being used as a storage facility.

While there is an extant planning permission on the site for the provision of apartments, retail units and medical centre etc., under current planning legislation the developer has five years to develop the site from the date of grant of permission.  The Council does not have plans to purchase the site for any development purposes.
