QUESTION: Councillor S. Crowe
To ask the manager will he give a report outlining what step by step quality control criteria this Council operates under in regard to housing units for Council tenants?
REPLY:
For each housing project, the Contract is administered by the Council's Architect and Design Team monitoring monthly progress with regular inspections. The project also has a Clerk of Works carrying out regular inspections with daily contact with the site. The appointed Contractor has a legal obligation to inspect and monitor the works and take instructions from the Council's Clerk of Works and Design Team.
When a contract reaches 'handover' stage the following procedures are followed:
The Clerk of Works carries out a full inspection to ensure that all snags have been completed to a satisfactory standard.
The Council's Mechanical and Electrical Inspectors carry out inspections on the heating systems, electricals and wiring to ensure compliance and certification.
The Project Architect certifies that the scheme has been completed in accordance with the terms of the contract
In addition, the Contractor is responsible for any defects that may arise for a 12 month period following handover, under the terms of the contract.
The Council's Housing/Architectural Services Partnership Group are currently examining the 'Handover Protocol' with a view to making any amendments they consider necessary to improving the quality of construction and finish for tenants. The Housing/Architectural Services Partnership Group will consider protocols to ensure that a common quality standard is achieved. The current implementation of the new contract form will assist in achieving the above aims.
