" To ask the Manager for a detailed time-frame for the implementation of the Window Replacement & Cavity Insulation Programmes in the St.Aengus Parish area?."
REPLY:
In order to maximise energy efficiency in the Council’s rented housing stock the Council commenced a pilot window replacement programme in November 2006. The estates were selected from a sample survey which was carried out in the first quarter of 2005 on windows in 12 estates countywide in order to determine the fabric condition of these windows. Following on from the survey the following estates were selected: Killinarden Estate, Drumcairn Estate, Kilcarrig Estate and Knockmore Estate in Tallaght and St Marks Estate and Rowlagh Estate in Clondalkin. All these estates were chosen because they were constructed between the years 1975-1980 and have regular sized openings and standard reveals, common cross sections in frames and opening sashes. St Aengus Estate did not fall within this criteria. To date window replacement works in 623 homes have been completed in the above estates in the pilot programme. A further 645 homes have been fitted with new double glazed windows under various refurbishment programmes.
In August 2005 funding approval was received from the Department of the Environment, Heritage and Local Government for a programme for wall and attic insulation works. To date a total of 1869 wall & 656 attic insulations have been completed under this programme. The cavity wall and attic insulation programme dovetailed with the pilot window upgrade programme thereby maximizing the energy efficiency in all these homes.
As both these programmes are now complete St Aengus Estate will be included in our funding application to continue these schemes across the Council's housing stock.
