REPORT OF ADJOURNED ORGANISATION, PROCEDURE AND FINANCE COMMITTEE, 5th June, 2008
Filling of Vacancies on Local Traveller Accommodation Consultative Committee and the County Dublin Vocational Education Committee
The following reports were presented to the Members at the Adjourned Organisation, Procedure and Finance Committee Meeting held on 5th June 2008:
1. Filling of Vacancy on Local Traveller Accommodation Consultative Committee following resignation of Councillor Robert Dowds
“The Local Traveller Accommodation Consultative Committee was established by the Council in 1999 under the provisions of S21 of the Housing (Traveller Accommodation) Act, 1998.
S22 of the Housing (Traveller Accommodation) Act, 1998 specifies that an appointing authority shall appoint a Chairperson and specifies that the number of members of the Council to be appointed to the Consultative Committee shall not exceed one half of the membership and the number of representatives of Local Travellers and Traveller bodies shall be not less than one quarter of the membership of the Consultative Committee.
Initially the LTACC consisted of 16 members made up of three strands as follows:
(1) 6 members of the Council
(2) 4 officials of the Council
(3) 6 representatives of Local Travellers / Traveller Bodies
In April 2002 the Council resolved to increase the membership of the Local Traveller Accommodation Consultative Committee by the addition of one elected member and one representative of a Local Traveller Body, resulting in a total membership of 18.
South Dublin County Council's current membership of the Committee is as follows:
Cllr Colm Brophy- Fine Gael T/R
Cllr Shane O’Connor – Sinn Fein Clondalkin
Cllr Guss O’Connell – Ind. Lucan
Cllr John Lahart – Fianna Fail T/R
Cllr Cathal King – Sinn Fein Tallaght Sth
Cllr Marie Corr- Labour- Tallaght Sth
Vacancy - on foot of resignation letter from Cllr. Robert Dowds.
It is a matter for the Council to appoint a replacement for Councillor R. Dowds to the above position. This is now before the Members for consideration.” End of Committee Report.
It was proposed by Councillor R. Dowds, seconded by Councillor J. Lahart and AGREED:
“That Councillor E. Maloney fill the vacancy on the Local Traveller Accommodation Consultative Committee following the resignation of Councillor R. Dowds from this committee.”
2. Filling of Vacancy on the County Dublin Vocational Education Committee following the Resignation of Cllr. J. Lahart
“County Dublin VEC is a statutory committee which operates under the governance of a Cathaoirleach and nineteen ordinary members. The Committee is constituted under the Vocational Education Act 1930. It covers three Local Authority areas, Fingal, South Dublin and Dun Loaghaire / Rathdown County ( with the exception of the old borough of Dun Laoghaire).
Members of the VEC include public/commercial/industrial representatives, staff, parent representatives and educational interests.
South Dublin County Council is represented by the following 5 members on County Dublin VEC:
Cllrs. Caitriona Jones, Therese Ridge , John Lahart, Tony McDermott and Eamon Tuffy
Vacancy - on foot of resignation letter from Cllr. John Lahart.
It is a matter for the Council to appoint a replacement for Councillor Lahart to the above position. This is now before the Members for consideration.” End of Committee Report.
It was proposed by Councillor J. Lahart, seconded by Councillor M. Ardagh and AGREED:
“That Councillor J. Daly fill the vacancy on the County Dublin Vocational Education Committee following resignation of Councillor J. Lahart from this committee.”
