SOUTH DUBLIN COUNTY COUNCIL LITTER MANAGMENT PLAN 2008-2011
Section 10 of the Litter Pollution Act, 1997 as amended requires the Council to have a Litter Management Plan. Having completed a public consultation process, the draft plan was presented at the meeting of the Environment Strategic Policy Committee on the 7th May, 2008. The Committee recommended that the Draft Litter Management Plan 2008-2011 be presented to the full Council for adoption .
The overall aim of this plan is to make South Dublin County a litter free County with the support, co-operation and involvement of the Council, businesses, communities and individuals.
The cross-cutting themes of prevention, enforcement, awareness, partnership and cleansing underpin the plan and are based on 14 specific objectives as follows:
· Develop programmes on the basis of targeting the various litter categories, blackspots and illegal means of disposing of waste/refuse
· Customer focused litter complaints procedure in order to deal effectively and efficiently with complaints
· Continue to actively enforce legislation, bye laws and standards
· Improve the litter disposal systems available to the public
· Expand the recycling opportunities within the County.
· Continue to monitor and review road cleansing service in order to provide an improved service.
· Develop a litter management programme for designated urban areas within the County
· Prepare programmes that promote community and business involvement, community identity and responsibility, personal responsibility, youth activity Encourage active participation in Anti Litter Campaigns
· Develop a communications programme to promote a litter free County
· Optimise the application of available technology in the enforcement and prevention of litter
· Utilise systematic data analysis systems to monitor and plan Litter management and decision making
· Continue to research and implement best practice models
· Ensure the provision of a litter management plan for all major events.
The recent restructuring of the Council’s Cleansing Crew complements the Draft Litter Management Plan 2008-2011 with increased resources, including increasing dedicated staff numbers, incorporating new ways of working and new schedules in line with the Plan, as well as the existing resource of the Council’s Graffiti Removal Team.
The implementation of the Plan will be achieved by delivery of the 14 objectives outlined above through cross-departmental working, identifying detailed actions and working in a spirit of partnership and support with communities.
As the adoption of the Plan is a reserved function of the Council under Section 13 of the Litter Pollution Act 1997 it is recommended that the following Motion be passed:
'That South Dublin County Council adopts the South Dublin County Council Litter Management Plan 2008 - 2011'.
