QUESTION: Councillor T. McDermott

To ask the Manager to estimate how much additional revenue would accrue to South Dublin County Council by applying rates to commercial developments as soon as planning permission is granted and what proportion of the cost of providing free bus passes to all school children in the county such revenue would cover? 

REPLY:

In relation to applying rates, it states inSection 15 of the Valuation Act 2001  that relevant property shall be rateable. " Relevant property" is defined in Schedule 3 of the Act as e.g buildings, or lands used or developed for any purpose (irrespective of whether such lands are surfaced) and any constructions affixed thereto which pertain to that use or development. The Council therefore cannot apply rates to commercial developments as soon as planning permissions are granted.
