QUESTION: Councillor J. Neville

To ask the Manager to outline the average time-frame for the removal of grafitti on County Council property/walls etc from the date of a request for removal to the actual removal of grafitti?

REPLY:

Graffiti removal is carried out by the Graffiti Removal team or by specialist contractor depending on the type of surface which needs attention.The work carried out by the specialist contractor can take longer due to the necessity to group such work areas together for the contract. The Council's policy is to give priority to offensive, malicious and personal graffiti and to attend to other types of graffiti subsequently.  When the team or contractor is working in a particular area they may attend to recent graffiti nearby for convenience and efficiency.  Notwithstanding this, every effort is made to allocate resources as evenly as possible throughout the County.  In addition, Litter Wardens supply paint, materials etc. to local residents groups to facilitate immediate clean up of graffiti where such groups are willing to do so on a voluntary basis.The removal of grafitti from public utility properties is the responsibility of those agencies.The Council is in regular contact with the agencies with a view to ensuring that they remove grafitti from their properties as quickly as possible.

At present, analysis of timeframes from requests/complaints being received until completion of the work is not available but the administration of graffiti complaints is being reviewed to ensure that such information will be available going forward.  The removal of graffiti forms part of the Litter Management Plan and as such the systems in place to expedite and analyse the work being carried out will be streamlined.
