MOTION NO. 4
MOTION: Councillor E. Maloney
That this Committee urges the Community Dept., to request the Law Dept., to address the outstanding matters in relation to the development by Kilnamanagh A.F.C. and indicate when the Deed of Charge and the Building Licence and Management Licence will be confirmed.
REPORT:
Kilnamanagh AFC applied for planning permission for the provision of two all weather pitches together with a standard grass pitch on lands at Treepark Road in the ownership of the Council - Planning Reg. Ref. SD07A/0463. The Club was subsequently granted permission for the construction of the two all weather pitches but the grass pitch was omitted due to the existence of public services in the area.
The Deed of Charge in favour of the Minister for Arts Sport and Tourism, arising out of a sports grant allocated to the Club for the carrying out of the above works, has been prepared by the Council's Law Department and has been forwarded to the Development Department for signing and sealing. Terms have also been agreed with the Club in relation to the Building Licence .
At present comments are awaited from Parks and Community Department in relation to the terms for a Management Licence for the day to day management of the pitches following completion of the works. Once agreement has been reached on terms for the future management of the facility, the Council will proceed to issue the Building Licence to enable the Club to enter on the lands to carry out the works for which planning permission was granted.
