MOTION NO. 9

MOTION: Councillor C. Keane

planning:

"That this Committee discusses the ‘location’ of wheelie bins etc in apartment blocks/schools in this area -  taking into consideration what happened to a school in Lucan last week due to fire in wheelie bin and to state what best practice applies or should be applied generally."

REPORT:

Section 11.11.7 of the Development Plan relates to private amenity space and provides;

In all cases facilities for bin storage and clothes drying should be provided.   The design and location of such facilities in a development should be addressed at planning application stage.

This is brought to the attention of developers at the pre-application stage where appropriate

The following standard conditions are included in permissions for development where appropriate;

The applicant/developer shall provide facilities for the collection of domestic and recyclable waste, details of which shall be agreed in writing with the Planning Authority prior to the commencement of development.
REASON: In order to ensure that the site is adequately serviced.

Prior to the commencement of development details of bin and cycle storage facilities shall be submitted for the written agreement of the Planning Authority.   Bin storage facilities shall be constructed of permanent materials, adequately serviced with a water supply, drainage, and ventilation, particularly if located in basements.   The structure shall be raised from the ground and roofed.
REASON: In order to ensure that the site is adequately serviced and in the interests of orderly development.

These conditions are intended to ensure that adequate and appropriate provision is made for bin storage within new development.

Failure to comply with these conditions would be a matter for planning enforcement.

Regarding schools, ‘black’ four-wheeled 1,100 litre waste bins are provided by the Council and ‘green’ four-wheeled 1,100 litre bins for recyclables are provided by Oxigen.   The number of bins provided is determined by the size of the school, and the level of recycling activity at the school.   The location for these bins within school sites is generally at the discretion of school management.   Some are located within storage areas if space permits to avoid unwarranted interference with the bins or their contents.
