MOTION NO. 13
MOTION: Councillor J. Lahart
"That the Committee debates the problem of graffiti in the Ward with the aid of an up-to-date report from the Manager."
REPORT:
When graffiti complaints are received by the Environmental Services Department, a Litter Warden will inspect the location in the first instance and then, either:
· Refer the location directly to the Council’s Graffiti Removal Team for action; or,
· List the location for referral to a specialised contractor for treatment; or,
· Assist local groups by providing materials for them to remove the graffiti; or,
· Advise the owner/occupier of the property of their obligations under the Litter Pollution Act, 1997, as amended.
In the first three months of this year, graffiti in approximately 35 locations in the Terenure/Rathfarnham area has been removed by the Council's Graffiti Removal Team. It is intended to continue to work to improve the response times of the team by reviewing the management of the referral process for new complaints.
There have been some delays in engaging private contractors to carry out required specialised treatments of additional graffiti but this has been addressed and it is anticipated that a contractor will commence work on outstanding areas within two weeks. Again, it is envisaged that reviewing the management of the referral process for new complaints will address the previous issues that have arisen with our contractors.
