MOTION NO 6.
MOTION: Councillor M. Ardagh
"That the Manager outline in detail what the future plans are for the upgrading of Greenhills Park in relation to the provision of Park Rangers, locking the park at night, provision of security - cameras etc., provision of a playground and the general improvement of facilities in the Park up to the standard provided by the Council in Tymon and other parks in the County as local residents believe that the community would benefit greatly from an upgraded park which would become more of a focus in the community and so reduce anti-social behaviour in the area."
REPORT:
Current and future upgrading works to Greenhill’s Park consist of the following:
Greenhills bowling green .
Construction work on the provision of the bowling green will commence shortly.
Tree planting project for 2008/09:
Greenhill’s Park is to be included for tree planting as part of the 2008/09 Arboricultural Programme.
Boundary hedge planting programme:
There is currently an annual boundary hedge planting programme for Greenhill’s Park carried out as part of the Parks Department annual Arboricultural Programme.
Entrance Improvements:
There has been a programme of upgrading the pedestrian entrances to the Park with the construction of stone entrance piers including name plaques and stone boundary walls at St. James’s Road and most recently at St. Anthony’s Crescent as part of the 2006 Annual Parks Works Programme.
Park Rangers:
The Park is monitored by the Park Ranger service based in Tymon Park.
Locking of the park at night:
As per the Parks Bye-Laws, Greenhill’s Park is officially closed during hours of darkness. However, the pedestrian entrances at for example; St. James’s Road, St. Anthony’s Crescent and St. Joseph’s Road are unlockable as they consist of anti-cycle or kissing gates. These pedestrian entrances facilitate short cut routes catering for local residents’ access to and from inter alia shops, bus stops and schools.
Entry to and access through the Park during hours of darkness, when the Park is officially closed, is not encouraged by the Parks Department in the interests of public safety.
Provision of security cameras and a playground:
The feasibility of providing CCTV will be examined in the context of available funding. The provision of a playground will be considered in the context of the Council’s Play Policy and having regard to the current Five Year Playground Construction Programme.
