MOTION NO 9.

MOTION: Councillor J. Lahart

"That the Council agrees to provide adequate boundary treatment to the side of 10a Woodlands, Castleside Drive, Rathfarnham, given that this house is the closest to the playground and is also now overlooked by some of the play units which have been constructed and to allocate an appropriate budget for such boundary treatment."

REPORT:

The owners of 10a The Woodlands requested that the Parks Department build a 3 metre high, brick faced boundary wall for which they themselves already have planning permission for as per Register Reference SD04B/0405, final grant date 2nd December 2004.  The Parks Department has provisionally estimated the cost of the requested boundary wall to be in the region of €50,000 for which there is no financial provision and it cannot be met.

It is acknowledged that from the top of some of the taller units there are sightlines to parts of 10a The Woodlands, however, these will be reduced as the existing mature deciduous planting comes into leaf, coinciding with peak playground usage.

The Parks Department has agreed to provide an increased density of screen planting, to include the provision of more evergreen planting along the boundary with 10A The Woodlands and to the rear boundary of The Parklands.  Clusters of standard trees will also be strategically placed on the perimeter of the playground to provide filtered views into and out of the park and to and from the castle.  This planting will be carried out during the month of April.
