QUESTION: Councillor M. Murphy

"Is it possible that the Council could re-fit (Kitchens, Windows etc) in at least some houses in the Tymon North Area to give confidence amongst Council Tenants in the area as to what this project will mean for them and give definite completion dates to all Tenants?"

REPLY:

Total housing stock for Tymon North area is 118 units and Tymonville area is 127 units.  Outlined below is a comprehensive listing of all projects conducted by the Housing Department which have been undertaken in both areas.  These programmes are run countywide and are prioritized on the basis of age of council estates.

1. Window Replacement Programme

In respect of the Window Replacement Programme, in the first quarter of 2005 a sample survey was carried out on windows in 12 estates countywide in order to determine the fabric condition of these windows. Following analysis of the results of the survey it was decided to proceed with a pilot programme of 622 units Countywide. Those estates included in the pilot programme were Drumcairn, Kilcarrig, Killinarden Estate, Killinarden Heights and Knockmore in Tallaght and St. Mark’s and Rowlagh in Clondalkin. Funding for this pilot programme was sanctioned from the Department of the Environment, Heritage and Local Government in 2006 and the programme commenced on site in November 2006. It is expected that this programme will be completed in April of this year.

The addresses which have been identified for Phase 1 are as follows: Donomore Estate, Glenshane Estate, and Kilmartin Estate in Tallaght, and Neilstown Estate, Harelawn Estate and Liscarne Estate,  Clondalkin.  All these estates have been chosen because they were constructed between the years 1975-1980 and have regular sized openings and standard reveals, common cross sections in frames and opening sashes. It is anticipated that this phase will commence late 2008 and will roll out over the next eighteen months.

As this is a county wide programme all council dwellings including Tymon North Estate will be included during the programme. It is not possible to move outside of this schedule as it will cause undue delays to the implementation of the entire programme.

The Architectural Services Department has indicated that based on the numbers of dwellings requiring double glazed units and the scope of works involved, the window upgrade programme as administered by the Housing Projects Section is likely to be phased over the 6 year period 2007-2012.

Housing Maintenance Section are currently carrying out improvements works including emergency window repairs where required as part of their response maintenance programme.

2. Gas Fired Central Heating Programme

In relation to the Gas fired Central Heating Programme, this programme has been completed in Tymon North Estate.

3. Mains smoke alarm Programme

Under this programme work will be commencing in Tymon North Estate in the autumn.

4. Kitchen Programme

In relation to the kitchen replacement programme currently in operation by the maintenance section, 7 kitchen replacements in 2007 and 1 kitchen replacement 2006 have been completed in the Tymon North and Tymonville area. This programme will continue countywide, kitchen replacement need is determined after inspection by the Senior Clerk of works.

5. Older Person dwellings

Maintenance Section have currently undertaken a refurbishment programme of Older person dwellings throughout the county. No. 1 – 4 Tymonville Park have been included in this programme and works carried out include replacement kitchens, installation of fire escape works and landscaping.
