MOTION: Councillor E. Walsh
"That the Manager outline whether the open space between St. Mels Avenue Greenhills and Greenpark Estate was ever in the ownership of the Council and as to whether the Council ever sold this open space and that this Committee start in the proceedings for a C.P.O. on the open space due to the inability to maintain the land in question."
REPORT:
The Development Department have advised that they have no record of ownership of the open space area at the end of St. Mel’s Avenue and to the rear of Glendoo Close. They have also advised that the Council have not disposed of any land at this location.
The land in question is located to the rear of Glendoo Close and is not immediately overlooked or passively supervised by housing in either St. Mel’s Avenue or Glendoo Close and would be considered to be “backland”.
Experience of similar areas in the county has shown that they are often prone to significant and persistent levels of anti-social behaviour and present a significant security risk to the rear of adjoining houses.
The land is believed to be in the ownership of Lansdowne Francs Properties Ltd and carries a residential land use zoning. It is the subject of a current planning application (SD07A/0995 refers). The cost of acquiring this land is likely to be considerable and given its “backland” position relative to surrounding housing, would not be recommended.
