 Waste Collection

 Before the meeting commenced formally, Ms P. Poole gave a verbal report on the current position regarding the activity of private domestic waste collection companies who had commenced operating in the County. Ms. Poole also outlined the position in the context of the Waste Management Plan for the Dublin Region 2005 – 2010 and the current proposed variation to that Plan.

Ms Poole responded to the various matters raised.  The members thanked Ms. Poole for the update on the position

H-I(1) Minutes

The minutes of the regional meeting hosted by Fingal County Council held on the 24th September 2007 were proposed by Cllr McDermott and seconded by Cllr O’Connell and Agreed.

H-I(2)  Sustainability Report

The following report was noted.

“The development of a strategy on Climate Change Reduction would be in keeping with the range of initiatives already undertaken by the Council. A previous report on Sustainability included many of the items referred to and progress reports have been submitted to the SPC on an ongoing basis.

This proposal provides an opportunity to review the overall progress since September 2006 and for the development of an updated Strategy. The approach outlined would lead to a cohesive approach being developed. Dublin City has already advanced on these proposals and are close to having their Action Plan developed. South Dublin County Council will therefore liase with the City in the course of drawing up such a strategy.

In advance of the SPC establishing a sub-group there will be a presentation at the meeting which will deal with the issues raised in 2006 and with the progress made since that time.

It is also proposed that the SPC will prepare a presentation for the other SPCs in order that they can play an active part in the preparation of this Strategy

If the SPC agrees the proposal it will be brought to the full Council meeting.”

Ms. M. Ni Dhomhnaill gave an update by means of a powerpoint  presentation  on progress made since the previous report on Sustainability was made to the Committee in September 2006 and she and Ms. Poole responded to matters raised by the Members.

Following contributions from Cllrs T. McDermott, G. O’Connell, and J. Lahart,  Cllr. T. McDermott stated that a Sub– Group on Sustainability could “pull-together” work already going through the County Development Board and other Agencies and the work with the other SPCs. It was AGREED to establish a Sub – Group and Cllr. McDermott requested members of the Environment SPC to become members of the Group.  The following members agreed to join the Sub - Group: Mr B. Buckley, Ms C.Kiernan, Cllr G. O’Connell and Cllr J. Lahart.

 Ms P. Poole stated that a Regional approach was the best way forward and suggested that the Group would work with a company named Codema which  had been employed by Dublin City Council in a similar capacity and that the work of the Group could inform the next County Development Plan.  This was AGREED and it was also AGREED that a report on the matter would be presented to the Council and the other SPCs.

 

 

H-I (3) Litter Management Plan

The following report on the Draft Litter Management Plan was noted.

‘’It is proposed that a Litter Management Plan for the county be adopted.

Advertisements as required giving notice of the proposal to make a Litter Management Plan for the County appeared in local media inearly October 2007. These advertisements invited submissions from any interested parties for consideration/incorporation in the Plan. Two submissions were received and have been considered. These submissions are presented here with the Draft Plan.

The key elements in the Litter Management Plan are:-

  1. the setting of an overall aim of making South Dublin County a litter free County with the support, co-operation and involvement of the local authority, businesses, communities and individuals.

2. the identification of five cross cutting themes underpin the individual objectives of the Litter Management Plan:-

3. the setting of 14 clear objectives for the Council in achieving this aim

4. the identification of detailed actions to be undertaken to deliver those objectives

As the making of Litter Management Plan is a reserved function of the Council it is recommended that the following resolution be recommended to the Council -

‘’It is hereby resolved that South Dublin County Council makes the Litter Management Plan in accordance with Section 10 of the Litter Pollution Act 1997 as presented at this meeting.” ‘’          

A presentation of the Draft Litter Management Plan was made by Mr J. Quinlivan.

  Following contributions from Cllrs G. O’Connell, M. Corr, E. Walsh, S. Laing, M.Murphy, Mr B. Buckely, and Ms C. Kiernan. Mr. Quinlivan responded to the various matters raised. He stated that members could still make submissions on the Plan and that the Plan would then be presented for approval to the next meeting of the Committee.   

A number of members praised the work of the handcart workers in various villages and it was agreed that this sentiment would be passed on to the workers concerned. 

H-I (4) Report on Bring BanksIn introducing this item Cllr T. McDermott praised the earlier work carried out by Working Group on Bring Banks. A short CCTV film was shown for the information of the Members demonstrating how the Council is endeavouring to combat dumping at Bring Banks.

  Any Other Business          

Cllr M. Murphy requested that the issue of dumping in the Dublin mountains be listed as a headed item at the next meeting of the Committee.  This was AGREED. Cllr Murphy also complimented the Council on the collection of plastic bottles in the Green Bins which commenced in September. The meeting concluded at 7pm.
