MOTION: Councillor E. Tuffy
That South Dublin County Council review its policy on the charging of development levies to County Dublin Vocational Education Committee for the building of dedicated extensions to existing VEC school buildings where the extension is to be used completely to provide education and training programmes for disdvantaged groups of participants, as the imposition of the development levy may make some VEC initiatives for disadvantaged groups impossible to realise.
REPORT:
The Council’s policy in respect of the rate of development contribution applied in grants of permission, to post primary school proposed development is set out in the Council’s Development Contributions Scheme, which was adopted in December 2003, as follows:-
“Post Primary School development shall be liable to pay development contributions at 50% of the standard rate (€43.27 per metre square) which applies to industrial/commercial development”
In the circumstances and having regard to the fact that the VEC is a State funded organization it is considered reasonable that it should pay the 50% contribution required by the existing Scheme towards the expenditure incurred by the Council in providing services to the proposed development.
