MOTION: Councillor C. Keane
"That the Manager report on the collection and replacement of waste disposal bins on Whitehall Road e.g. bins are being collected before 7.a.m. and bins are not being returned to same house. To state what can be done to rectify this."
REPORT:
The starting time of refuse collections crews is monitored closely by the relevant supervisory staff. As refuse collections cannot start prior to 7:30am each morning, there is a restriction imposed on staff which prevents them from leaving the depot before 7:15am. The exact time of leaving the Ballymount depot is recorded each day for each refuse freighter that is in service. The following times have been recorded against the freighter collecting the Whitehall Road route during the months of September, October and November 2007.

The supervisory staff also monitor the returning of bins to the correct location, and on recent inspections in the Whitehall Road area they report no problems of this nature. The recently adopted Bye Laws for the Presentation, Storage and Collection of Waste include a bye law which compels a waste collector to return bins either to the boundary of the premises or to the location where they had been presented. It is the intention of the Environmental Services Dept that this bye law be adhered to by all including our own collection staff.
