Report of the Environment Strategic Policy Committtee Meeting of 7th November 2007

Waste Management

A verbal report was given to the meeting on the position in relation to the activity of private waste collection companies operating in the county. The proposed variation to the Waste Management Plan 2005-2010 was outlined and the wording of the 1996 Waste Management Act which creates the context was explained.

The minutes of the regional meeting on 24th September were agreed.

Sustainability Motion

A motion was put forward by Councillor Tony McDermott, Chair of the SPC that the Council would develop a strategy on Climate Change for the county and that this be done in conjunction with other Local Authorities in the Dublin region. A presentation on progress made since the previous sustainability report to the SPC was given and the Members agreed to establish a sub-group which would work through the process and report to the SPC on the development of the strategy.

Litter Management Plan

A new Litter Management Plan was presented to the SPC. The overall aim of the Plan is to create a litter free county with the support, co-operation and involvement of the local authority, businesses community and individuals.

There are five key themes underpinning the plan - Prevention; Enforcement; Awareness; Partnership and Cleansing. The SPC agreed to consider the Draft Plan further and finalise recommnedation to Council at the next meeting.

Report on Bring Banks

It had been agreed previously to increase the security on the bring banks to combat dumping at them. A short CCTV film was shown to demonstrate the impact the measures are having.

Dumping in Dublin Mountains

It was agreed that the issue of the dumping in the Dublin Mountains would be listed as a headed item for the next meeting.
