Part 8 Report - Templeogue Village Public Car Park Scheme (Phase 2)

The attached report was considered at the Terenure/Rathfarnham Area Committee Meeting (1) on Tuesday 6th November 2007.

Following consideration of the report it was recommended by the Committee that the scheme as advertised be implemented.

It is now proposed to proceed with the scheme as advertised.

Part 8 Report - Templeogue Village Public Car Park Scheme (Phase 2)

1. Introduction

Part VIII of the Local Government Planning and Development Regulations 2001 outlines the requirements in respect of certain classes of Local Authority Developments. These regulations apply to the proposed Templeogue Village Public Car Park Scheme (Phase 2)

The Templeogue Village Public Car Park Scheme (Phase 2) will consist of the following:

  • 37 car parking spaces in a newly constructed car park on the eastern side of Riverside Cottage Lane, Templeogue
  • Height restriction barrier at access and egress points
  • Boundary wall along laneway in keeping with existing adjacent public car park
  • Construction of (subject to agreement with landowner) pedestrian access way to Templeogue Road via private car park (marked “A-B” on the attached plan AOM/TE/07/01)
  • Construction of (subject to agreement with landowner) entrance from private car park into proposed car park (marked “C” on the attached plan AOM/TE/07/01)
  • Provision of associated public lighting.

The intention of the scheme is to:

  • Provide additional parking spaces in Templeogue Village adjacent to the existing car park
  • Provide, with agreement of the owner, a pedestrian access way to the village via private land

The overall impacts of the proposal are:

  • Overall improved access to Templeogue Village for members of the public, and persons carrying out their business in the village area.
  • Reduced time spent searching by car for parking in Templeogue Village.
  • Decreased congestion from double parked vehicles
  • Additional traffic movements on Riverside Cottages between Templeogue Road and the car park
  • Two additional disabled parking spaces within the proposed car park.

2. Public Consultation Process

The proposal was advertised in the Irish Independent and The Echo in accordance with Part 8 of the Planning and Development Regulations 2001 and was on public display from Wednesday 13th June 2007 to Friday 13th July 2007 at:

  • South Dublin County Council Offices, County Hall, Tallaght, Dublin 24.
  • Ballyroan Library, Orchardstown Avenue, Rathfarnham.

Any person wishing to make a submission or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated was invited to do so. The latest date for the receipt of submissions was before 4:30 pm on Friday 27th July 2007.

3. Written Submissions

Two written submissions were received for the scheme:

2. Superintendent Frank Moore, Terenure Garda Station

Report on Submissions

1. Ms. Monaghan, Templeogue Village

a. That the proposed vehicular entrance from the private car park to the proposed car park should not be provided as it will adversely affect parking arrangements for customers of Mrs. Greens Shop and access to the Shop stores.

b.That the pedestrian access way should be more than 22 feet from the side of her property.

Response:

a. The proposed vehicular entrance from the private car park to the proposed car park will provide access from the private car park and not directly from Templeogue Village. Direct access to the car park will be provided and signed via Riverside Cottages.

b. Sufficient space to allow two cars to pass will remain between the access way and the side of the building.

2. Superintendent Frank Moore, Terenure Garda Station

a. No Objection to proposed scheme

4. Summary

The proposed Templeogue Village Public Car Park Scheme (Phase 2) is in accordance with the 2004-2010 County Development Plan and with the proper planning and development of the area. The car park scheme forms part of the parking strategy for Templeogue Village. It is therefore proposed to proceed with the car park scheme as proposed.
