MOTION NO. 2

MOTION: Councillor C. Keane

That this committee recommends that SDCC partake in a trial of the Green Cone waste digesters in one area in the Terenure Rathfarnham Area. This takes all household waste including bones, meat etc. etc with NO residue ONLY FERTILISING RESIDENTS GARDENS. Meath, Louth, Cavan, Donegal, Mayo and others are currently using this system. This would greatly reduce waste to landfill.

REPORT:

The long term plans for dealing with Organic/Green waste are stated in the Waste Management Plan for the Dublin Region as follows -

 “the Dublin Local Authorities propose to introduce an additional Household Waste Collection (Brown Bin) for organic waste generated by households. This will be introduced on a phased basis once biological treatment capacity is established”.

In this regard tenders have been received by Dun Laoghaire – Rathdown County Council from contractors to design, build and operate such a facility at Ballyogan by Dun Laoghaire Rathdown County Council. These tenders are currently being analysed by that Council.The infrastructure for the receipt of Brown Bin material is expected to be in place by the end of 2008 in preparation for the phased introduction of the service.

In addition the Council operates a scheme whereby householders in South Dublin County can purchase a compost bin and have it delivered for €40.00, applicants on a waiver can avail of a compost bin free of charge. 243 compost bins have been delivered in the period January - October 2007.

The Council have no plans to organsie a trial of Green Cone digesters at present however, while such a project would have no bearing on the plans for a Brown Bin Service, an experimental project could be undertaken with the co-operation of willing Residents/Community groups. The examples quoted will be investigated and assessed in terms of cost, impact, practical application, demands on Council and Residents for successful outcomes etc with a view to assessing whether such a project could/should be undertaken.
