QUESTION: Councillor T. McDermott
To ask the Manager for a progress report regarding the current number and location of allotments in the county, the policy on their allocation, number of successful and unsuccessful applicants and plans for 2008?
REPLY:
In 2006 the Council opened 3 new allotment sites at Tymon Park, Corkagh Park and Mill Lane, Palmerstown. In 2007 a further site was opened at Friarstown. The total number of plots in all 4 sites is 161 and are divided as follows:

The plots are generally the size of an average back garden with a small number of larger plots at Friarstown. The plots are allocated in accordance with the Allotment Scheme which was adopted by the Elected Members in September 2005. The former tenants from the Kishogue site wishing to relocate to any of the new sites were given priority and have been allocated plots. Allocation of plots in all sites is in accordance with place on waiting list with priority given to residents of South Dublin County.
At present there is a waiting list for all 4 sites which highlights the demand for this type of recreational facility. The Council is considering the extension of the Allotment Scheme to facilitate those on the waiting list. The provision of the new allotments is by way of an extension to Friarstown in 2008 which will accommodate approximately 90 plots of various sizes. We are also providing a new site in the Grange Park, Lucan which will accommodate approximately 30 plots which should be operational by the 2009 season. This will accommodate most of the people on the current waiting lists.
Any future allocation of plots will be made on the basis of priority to residents of South Dublin County.
The new allotments have been improved by the provision of water, storage and composting facilities on site. Parking areas have been created and toilet facilities provided for the convenience of the plot holders.
The sites are developing very well and feedback from the tenants is very positive.

Provisions of Allotments in South Dublin County.
Background
The Council’s current allotment facility is located on Housing Lands at Lynches Lane east of the Outer Ring Road and north of the railway line. The facility was originally established at this location by Dublin City Council as the land was not immediately required for development purposes. South Dublin County Council became responsible for the allotments upon the transfer of Dublin City Council’s lands in South Dublin County to this authority. The lands on which the allotments are located are zoned Residential in South Dublin County Council Development Plan 2004 - 2010. Mindful of the impact of the zoning on existing allotments the South Dublin County Development Plan 2004-2010 also contains 2 Specific Local Objectives in relation to allotments. Specific Local Objectives 14.32 and 14.120 refer.
As the land facilitating the existing allotments at Lynches Lane is now required for the Council Housing Construction Programme it is necessary to close these allotments from 30th November 2005.
The Council has now identified 4 alternative sites throughout the County and are developing these to ensure that all plot holders in Lynches Lane will have an allotment available to them from 1st January 2006.

Proposed Allotment Scheme.
South Dublin County Council now proposes to provide allotments as follows:

Allotments will be allocated in the first instance to the Council’s current allotment holders at Lynches Lane in Clondalkin. Each allotment holder will be asked to confirm at which new facility they would prefer to be allocated a plot. Only one plot will be allocated per person. In the event that demand for an allotment at any one of the new facilities exceeds the number of allotments available at that facility then the following priorities will apply in order to determine the allocation of allotments.
1. Resident of South Dublin County.
2. Length of time allotment has been held at Lynches Lane.
Allotments in these new facilities will be let at 40c per square metre per annum. A reduced rate of 25c per square metre per annum will be payable by persons in receipt of Old Age Pension or Unemployment Benefit. These rates will be reviewed on an annual basis. Allotments will be let under licence for an eleven month period with effect from 1st January, 2006. Each licence will be renewable on an annual basis provided that certain conditions have been complied with by the allotment holder, including the following:
1. That the licence fee has been paid.
2. That the allotment is used for the purpose of growing crops for private domestic use only.
3. That the allotment is used in a full and proper manner.
It should be noted that in addition to the existing 80 allotment holders in Lynches Lane there is a waiting list of in excess of 40 individuals who also wish to be allocated an allotment in the New Year.
