QUESTION NO. 9

QUESTION: Councillor J. Neville

"To ask the Manager to clarify, confirm the most recent agreement between residents in Tymon North Park/Gardens, South Dublin County Council and Councillors in relation to the proposed development at Castletymon. In view of such an agreement, can the Manager outline why this development is named phase 1 and can one logically surmise that this Local Authority is proposing a phase 2?"

REPLY:

A notice in accordance with Article 81 of the Planning and Development Regulations 2001-2003 was published on 18th May 2006 to construct an infill housing developments of 67 units. The proposal for this work also included local landscaping to new and existing areas, traffic calming/traffic management works at all roads fronting the project, and all necessary associated ancillary works.

Following public consultations during thePart 8 process and prior to the meeting of the Council held on 10th July 2006, the Council agreed to proceed with the development, subject to a reduction in the number of dwellings to 42 and the carrying out of certain design alterations. it was also agreed that a further consultation meeting would take place with residents to discuss the overall scheme.

Council officials met a representative group of local residents to discuss plans for the area affected by the proposal on 27th July 2006. Details of the changes were confirmed to the residents and they requested time to consider their responses.

A further meeting took place with residents on 18th October 2006 at which a number of issues were discussed. A commitment was given that the local residents group would be kept informed as the detailed design and finish of the housing units was developed and that the Council's Estate Management Offiicers would liaise with the residents throughout the process.

The residents were generally happy with the design changes made during the Part 8 process but continued to be concerned that the design of the new units was developed in a manner which was in sympathy with the existing units.

At the meeting it was agreed that there would be enhanced landscaping provisions throughout the new development including the adjoining areas and with particular reference to the small garden, known as the Childrens Garden located at the junction of St. Aongus Road and St. Aongus Crescent. It was agreed that this area would be reinstated after construction works had been completed.

The residents requested that consideration be given to the removal of the 10 houses proposed for the area at Tymon North Park/rear of Tymon North Gardens. Residents were informed that these units were included in the Part 8 and had been approved. Following discussion it was agreed that the Council would proceed with a first phase of the development comprising 32 units at the western portion of the site and would be willing to defer the construction of the remaining 10 units for the time being pending further discussions with residents/local members and the development of the responses to the other issues.

It was noted that while there was a large traffic calming scheme being implemented by the Council's Road and Traffic Department for the Tymon North area, the residents felt that more traffic calming measures may be needed, particularly at the junction of St Aongus Road and St. Aongus Crescent. It was agreed that the Roads Department would be consulted further with a view to ensuring that an appropriate traffic calming model which reflects the position following the construction of the infill housing is developed.

The meeting on 18th October 2006 concluded with the residents group being informed that the Council would proceed to the next stage of the procurement process for the 32 units at the western portion of the site and that further contact would be made with the residents group when approval to that stage had been received.

It is proposed to proceed with the construction of the first 32 units in the 1st Quarter 2008. This development will be called Castletymon Phase 1 This is purely for office administrative purposes.If these10 units are developed in the future, they will be called Castletymon Phase 2 to distinguish between the two different phases, both in terms of when they were constructed and the number of units that are constructed in each phase.
