MOTION: Councillor M. Corr
That the Manager undertakes a significant review of all estates in the Jobstown area with a view to providing a significant refurbishment programme along the lines of regeneration programmes undertaken elsewhere in the city.
REPORT:
In 2004, South Dublin County Council stated its commitment to achieving a common quality standard in its rented housing stock by 2012. This is being achieved through a number of programmes as follows:
The Jobstown area comprises the following estates: Kiltalown Estate, Rathmintin Estate , (constructed in 1984 and 1986 respectively) Bawnlea Estate, Cloonmore Estate, Kilclare Estate and Dromcarra Estate. (constructed in 1980)
Cloonmore, Bawlea, Dromcarra and Kilclare estates have benefitted from the installation of gas fired central heating. In addition, between 1999 and 2000, an Energy Upgrade Programme was carried out in these estates. The programme included the installation of draught proofing, provision of lagging jackets and the insulation of attics.
In 2006, the Department of Government and Local Government sanctioned €5m to carry out a Windows Upgrade Programme, and the following estates have been included for in the initial pilot programme: Kilcarrig Estate, Killinarden and Drumcairn Estate. This pilot programme is expected to be completed by the first quarter of 2008. These estates were selected following a survey carried out by Architectural Services Department. All these estates selected in the pilot programme have regular window size openings and standard reveal, cill and window section details across the estates. They also lend themselves to standard documentation , specification and installation. These estates have also benefitted from the Council's Cavity Wall and Attic Insulation Programme which ensures maximum energy efficiency under the window programme.
The Architectural Services Department has indicated that based on the numbers of dwellings requiring double glazed units and the scope of works involved, the window upgrade programme,is likely to be phased over the six year period 2007-2012.
All Council estates including Kilclare, Bawnlea, Dromcarra, Kiltalown, Rathminton and Cloonmore Estate will be included in this programme within the six year period identified. However, until the pilot programme has been completed and a full technical appraisal undertaken, the subsequent phases of the programme cannot be identified.
