MOTION NO 4

CATHAOIRLEACH'S BUSINESS

MOTION: Councillor M. Corr

That the Manager presents to this Committee at the next Tallaght Area 2 meeting a report on the boundary treatment to be provided on the current under construction phase of the Outer Ring Road - noting that this Committee insists that this boundary treatment is equivalent or superior to the boundary treatment carried out along the already constructed Grangecastle section of this road and to state the estimated completition date for this project.

REPORT:

A high standard of landscaping will be provided along the proposed roadway including seamless tie-in of levels to existing spaces fronting the residential areas to the south. Planting will be avoided where it would interfere with sight lines or road safety.

Along most of the scheme a low stone wall and railing , 1.8 metres in height will be provided as boundary to the road scheme.

The boundary detail will incorporate sections of higher wall ( 1.0 metres to 2.0 metres in height) to address noise mitigation requirements ( as identified in the Environmental Impact Statement, Outer Ring Road N7 to N81 Road Development , published in 2005). There are 3 noise barrier locations contained within the roadway

Barrier No. 1 A noise barrier ranging in height from 1.8 metres to 2 metres will be erected on the east side of the roadway alongside Kilmartin for a length of 520 linear metres.

Barrier No. 2 2 metres in height on the northside of Fettercairn Road for a length of 20 metres.

Barrier No. 3 1 metre in height will be constructed on the westside of the Outer Ring Road for a length of 440 metres in length.

A section of Concrete wall with a Reckli finish 2.4 metres high will be constructed along the Roadstone lands to the east of the proposed road between Chainages 0+200 and 1+620 metres. Palisade fencing 2.4 metres in height with a low concrete plinth beneath will be erected along retained Roadstone Lands to the west of the proposed road between Chainages 1+000 and 1+620.

The estimated date for completion of the roadway is Summer 2008.
