"To ask theManager indicate by way of an FAQ sheet the implications of the proposed Variation to the Dublin Waste Plan for residents of the Tallaght area?"
REPLY:
The Waste Management Act 1996 as amended requires local authorities to develop Waste Management Plans. It also includes provision for Local Authorities to act collectively and to develop those plans on a regional basis. The four local authorities in Dublin form one of these regions. The current Waste Management Plan covers the period 2005 to 2010 . The Waste Management Act requires Local Authorities to collect or arrange for the collection of waste in their administrative area (S. 33 1A). The recent proposals are in relation to this provision in that the purpose is to bring the Dublin Waste Management Plan into line with the provision within the Waste Management Act.The proposed variation relate to the four Dublin authorities.
The proposed variation which went on display on 19th September puts will, if inserted into the plan, put the onus on the local authority for the collection of all waste within its administrative area. This will mean that the conditions under which waste is collected by the private sector will be overseen by the Council. Therefore if the waste is not collected directly by the Council it will invite tenders from the private sector for the collection and this collection will remain the responsibility of the Council. The variations' primary concern is the organisation of waste collection rather than privatisation.
At this time there are no proposals to privatise the bin service within the county
The service that is provided by the Council is a universal collection delivered to the occupier regardless of their economic status or their location. In relation to the green bin this service has been expanded in recent times to provide an additional collection each month and also now accepts plastic bottles. This second collection will roll out to the entire county by the end of this year.
