QUESTION: Councillor C. Jones
"To ask the manager to make a statement on the “roll out” of green bin services to “bin sheds” in apartment complexes?"
REPLY:
There are approximately 8,000 apartment units in the County. The Council provides a Grey Bin service to 3,500units or thereabouts. The Council alsoprovides a Green Bin Service to over half of these units through its contractor Oxigen Environmntal Services Limited. Work is ongoing to increase the number of units receiving the Green Bin service from theCouncil.
The apartments who do not receive a Grey Bin service from the Council (approximatley 4,500) receive a refuse collection service from private contractors. The Council has no recordas tohow many of these units also receive a Green Bin recycling service from the private contractors.
The Draft Bye-Laws for the Storage, Presentation and Collection of Waste have been presented to the Area Committees earlier this year and they have also been processed through the public consultation procedure. The Councils Law Agent has been requested to adivse further on the Bye-Laws. It is proposed to present the final draft to the full Council at its meeting in October next. Under the provisions of the Draft Bye-Laws, private contractors will be required to provide a Green Bin service to customers to whom they provide a Grey Bin service andfailure to comply with this requirement will result in a fine being imposed or in legal proceedings being instituted.
