MOTION: Councillor J. Lahart

"That the Council make some much-needed progress with regard to the Bring Centre at Grange Road and to update the Committee on this issue."

REPORT:

The glass bring bank at Grange Road, Rathfarnham is one of 50 recycling Bring Banks provided by theCouncil. This location is among the top five busiest sites in the County.

In response to complaints received regarding dumping at the site, the Council, as part of a pilot programme has installed CCTV at the site to monitor the site and identify with a view to prosecution persons who are found littering or dumping at the site. CCTV was installed mid August 2007.

The site is inspected (containers emptied and rubbish removed) by the contractor four days per week including Sundays. In addition, this site is also included on the graffiti crew's rota to ensure that any graffiti is removed.

The Waste Management Plan for the Dublin Region 2005-2010 outlines ambitious targets for household recycling which includes the expansion of the green bin service to include plastic bottles, the provision of a brown bin service and theexpansion of the numberof Bring centres locations particularly for glass.

In recent months the Council has had discussions with staff from the Office of Public Works regarding the possible re-siting of the Bring Banks to the car park of the St Enda's Park. These discussions will continue to see whether some arrangment can be achieved.
