" To ask the Manager for an update on the " Windows Refurbishment Programme" with specific reference to the Tymon area?."

REPLY

All Council houses built post -1996 are fitted with double glazed windows, accounting for 11% of the Council’s housing stock in the Tallaght area. 

South Dublin County Council’s countywide Accelerated Gas Fired Central Heating Programme has just been successfully completed ahead of the National Anti Poverty Strategy targets. In order to maximise energy efficiency in the Council’s rented housing stock and in the interest of achieving common quality standards, the County Architects Department in association with the Housing Projects Section has decided to proceed with a number of programmes including a countywide window replacement programme and a programme of outer cavity wall insulation. 

In the first quarter of 2005 a sample survey was carried out on windows in 12 estates countywide in order to determine the fabric condition of these windows. Following analysis of the results of the survey it was decided to proceed with a pilot programme of 622 units Countywide. 453 units included in the pilot programme are in the Tallaght area as follows: Kilcarrig Estate, Killinarden Estate, and Drumcairn Estate, Tallaght. Funding for this pilot programme was sanctioned from the Department of the Environment, Heritage and Local Government in 2006 and the programme commenced on site in November 2006. It is anticipated that the pilot programme will be complete by January 2008. To date a total of 93 houses have been fitted with these new Double Glazed units under this pilot programme. The Architectural Services Department has indicated that based on the numbers of dwellings requiring double glazed units and the scope of works involved, the window upgrade  programme as administered by the Housing Projects Section is likely to be phased over the 6 year period 2007-2012. Subsequent phases of this programme have not been decided on as yet, as this will depend on progress in the pilot programme. As this is a county wide programme all council dwellings will be included during the programme.

There are a total of 271 Council rented dwellings in the Tymon area and 40 units representing 15% of those have double glazed units as they were built post 1996. Maintenance Section are currently carrying out improvements works in Central Tallaght including window replacements where required as part of their response maintenance programme. Refurbishment Works at are ongoing in the maisonettes in Tymonville Park and as part of these works Thermal Break Double Glazed Aluminium windows and high performance front and rear door frames are being supplied and fitted.
