MOTION: Councillor D. Keating

That the Manager would agree to bring forward a detailed report or discussion on the implications for cyclists of increased traffic volumes and gridlock on our roads, as well as considerable road widening programmes, including the Outer Ring Road, the N4 and M50. 

REPORT:

The Roads & Traffic Department is conscious of the needs of vulnerable road users,  including cyclists, in the planning and implementation of its annual works programme, and there is a general requirement that traffic management in the construction of new works should have regard to the needs of all road users, including cyclists.

With regard to the provision of new facilities, it has been standard practice for some time to include cycle tracks in the design of new road schemes, generally off-road whether as a separate cycle track or in a clearly defined shared facility  for pedestrians and cyclists. In addition, the Department has provided a substantial amount of cycle track,  mainly in conjunction with the DTO under the Platform for Change programme, in developing the local and strategic cycle track networks, and the Council is now pursuing the design and implementation of a Green Route Network of off-road footpaths and cycle ways through parks and open spaces to facilitate and encourage walking and cycling as safe and healthy alternatives to the private car. 

The provision of facilities for cyclists is an integral part of the Council’s urban non-national road construction programme and while cycling is not permitted on motorways, the design of national roads takes into account cyclists' needs.  Increasing traffic levels require that all road users proceed with due care and caution and use roads in accordance with prevailing conditions.  This is a particular requirement for motorists who must treat the more vulnerable road users with necessary care and respect.
