MOTION: Councillor C. Keane

"That this committee discusses the planning policy with regard to providing playgrounds in new developments with a view to ensuring that the area governed by the Ballyboden Village Plan includes a playground."

REPORT:

Developing Play in South Dublin 2006 -2009, the countywide policy on the development and management of playgrounds and play, was adopted by the Council in July 2006.  This document includes objectives and an action plan to achieve these objectives.  In particular Objective 1 includes the following action:

Action 1       Facilitate and support a Planning Framework for the provision of play facilities as part of new developments in the South Dublin County Council.

It is the policy of the planning authority to require the provision of children’s play areas and playing equipment for large scale residential developments.   Details of compliance with this policy are currently determined on a case by case basis. 

A draft policy on children’s play facilities in new developments in the county was presented to the Planning and Development SPC last week.

It is proposed to place this draft policy as a headed item for each of the area committees to consider and then for a full meeting of Council.

The timescales above are such that if adopted the policy on children’s play facilities should inform any future planning applications and decisions on the Ballyboden Plan lands.
