MOTION: Councillor A. White

"That the Manager following discussion at the January Traffic Management Meeting, gives urgent priority to dealing with the daily risk to pedestrian safety posed by the Scholarstown/Knocklyon interchange, and that this Committee agrees that it is not acceptable for this matter to have to await the M50 upgrade for a resolution."

REPORT:

The provision of pedestrian crossing facilities will be fully addressed as part of the proposed upgrade of the Scholarstown Interchange, currently scheduled for completion towards the end of the M50 Upgrade programme, c. 2010.

In the interim, a pedestrian count has been carried out on all four ramps at the Scholarstown Interchange, the results of which indicate the warrant being reached on the northbound off-ramp from the M50 (i.e. the south-west quadrant).  The installation of a pedestrian facility has raised a number of safety issues, however and these need to be addressed by way of independent Road Safety Audit. This is currently being arranged and members will be informed of proposals following on from this safety audit.
