QUESTION: Councillor K. Warren

“To ask the Manager to outline what areas of Tallaght, Firhouse/ Ballycullen and Citywest where housing units under the Affordable Housing Scheme are likely to come on stream over the course of the next 12 months or so, and if he will make a statement on the matter?"

REPLY

The Councils Housing Strategy, which was prepared in accordance with Part V of the Planning and Development Act 2000, was adopted by the Council at its meeting held on 11th June 2001. This Strategy was reviewed and now forms an integral part of the County development Plan 2004-2010, which was adopted by the Council on 10th November 2004.

The Strategy requires 15% of all residential developments to be reserved for Social/Affordable purposes. The Council has been successful in the delivery of affordable housing under the following initiatives:

(a)  Part V of the Planning & Development Act 2000 (as amended)

(b)  Joint Venture Schemes

(c)  Integrated Area Plans

 To date 476 affordable units have been procured throughout the County.  Of these 302 have been procured and sold on in the Tallaght Area.

 It is expected that a further 84 units of Social/Affordable housing will be acquired by the Council in the Tallaght, Firhouse/Ballycullen and Citywest areas in the near future as follows:

 Schedule of Affordable Units to be procured where a Letter of Exchange has issued and/or an Agreement has been reached.

 Negotiations are ongoing with a number of developers which could potentially yield approximately 563 units of Social/Affordable Housing in the Tallaght, Firhouse/Ballycullen and Citywest Areas in the next two years - a number of these units are estimated to become available in 2007.

  * Please note that the foregoing schedule provides an estimate only of units to be procured pursuant to Part V as no formal agreements have yet been reached with the developers.  Please also note that date of procurement may change due to external factors, outside the control of the Council, e.g. registration of title issue, climatic conditions etc.

Affordable Homes Initiative

In March 2006, South Dublin County Council procured a total of 193 affordable housing units from Durkan Homes, consequent on the sale (phase 1) of state owned lands at Harcourt Terrace. All of these units, located at The Belfry, Citywest, and Rathgeal and Rossecourt, Clondalkin have been sold.

 In November 2006, a further 191 units were procured by South Dublin County Council from Durkans Homes on foot of phase 2 of the sale of Harcourt Terrace lands. To date, 155 of these units located at Blackthorn Hill, Rathcoole, The Belfry, Citywest, Kiltipper Gate, Deerpark and Marlfield, Tallaght and Rathgeal and Rossecourt, Clondalkin have been sold.
