"That this committee discusses the 15% allocation of affordable housing with a view to agreeing an increase to 20% to be provided by developers."
REPORT
The Council's Housing Strategy, which was prepared in accordance with Part V of the Planning and Development Act 2000, is contained within Part 4, Schedule 6, of the County Development Plan 2004 - 2010. This can be viewed in it's entirety on the South Dublin County Council website or on the Intranet under the Planning Department.
This document gives details of the factors which were taken into account when determining the 15% requirement from private residential development, county wide, under Part V of the Planning and Development Act 2000 (as amended).
In summary the Regional Planning Guidelines forecast the number of households required in South Dublin by 2011 to be 91,815. Based on these projections and the increased population at the lowering occupancy rate, it is estimated that the number of housing units required to accommodate projected growth in the county by 2010 is approximately 18,446. The rate of house construction in South Dublin at the time, plus production rates in past years and the availability of A1 zoned undeveloped lands available for residential development were taken into account when determining the 15% requirement for social and affordable housing.
The preliminary report for the Census 2006 was produced in July 2006 and it is expected that the definitive population results will be released between April - December 2007. In light of the census 2006, work commenced recently on a review of the Regional Planning Guideline figures. It is not known when the review will be completed.
In this context the 15% allocation of affordable/social units remains the most reasonable and sustainable for the immediate future.
